Xian Qujiang New District, formerly named “Xian Qujiang Tourist & Holiday Resort”, was built as a provincial Tourist & Holiday Resort under the approval of Shaanxi People’s Government. In July, 2003, granted by the Xian Government, it changed its name as “Qujiang New District”. The development and construction on Qujiang New District is a grave measurement by Xian for setting up the strategy of tourism industry, and an important segment of Xian’s building international known city and Chinese History & Culture Park.

1. Profile

3. Infrastructures
Since Qujiang New District’s construction initiated in 1996, the government has spent 1 billion Yuan in this infrastructure, and basically accomplished the civicism package, obtaining the qualifications for construction. Up to date, many municipal roads such as Yanta South Avenue, No.1 Yannan Road, No.2 Yannan Road, Fu Rong West Road and Huanhu Avenue have been built, among which, Yannan South Avenue is a landscape avenue passing straight from the south to north of the resort with a total length of 3.2 kilometers, whose northern point connecting with the Da Yan Pagoda sightseeing Area and the Southern point next to Qujiang Hotel—International Conference Center, Xian Exposition Center and Central Business District. Furthermore, noble living districts and tourism trading facilities were also programmed to build on both sides of the avenue. This area has now become a hotspot the home and abroad investors concerning about. Qujiang Water Plant and Nanjiao water Plant inside this area are the origin for thousand acres’ water in Qujiang with a daily supply at 1.2 million tons.
The DaYan Pagoda North & South Square, newly finished under the investment from Qujiang New District Management Committee took the culture of Tang and Buddhism as the theme, and, with the nine-storeyed music fountain shinning more brilliantly in the company of Da Yan Pagoda, became a new location for the resident’s recreation and the most characteristic “sitting room” in Xian.
Tang Paradise, with Tang’s culture as the theme and assembling tourism and complex services, occupying an area of 998 acres, pictures thoroughly the humanism landscape of Tang’s history and culture. 4. Construction on the development district.
The development and construction on Qujiang New District will follow and carry forward the advantages of Chinese traditional culture, discovering and utilizing Qujiang’s cultural and historic heritage, referring to the domestic and international experiences of holiday resort’s construction, to built thousand acres’ water in Qujiang and set up dozens of participatory and entertaining large-scaled synthetic tourism programs, with the aim to make it a national tourist & holiday resort combining the tourism, sightseeing, relaxation and vacation.
By 2003, Qujiang New District has more than 60 approved projects altogether. Currently, the projects completed include: Qujiang Hotel, Diamond Dynasty, Hubin Garden, Zhongwei Foreign Businessmen Club. The ongoing constructions include: Fan Mei Garden and Tang Paradise. The total investment is estimated to reach 4.6 billion Yuan. During the past few years, the investments for Qujiang New District’s construction has accumulated up to a total amount of 0.989 billion Yuan RMB, with 46 million USD from foreign countries included.
West China’s Development and implementation of Xian‘s strategy of “building excellent” and “managing the city” has furnished a great opportunity for Qujiang’s great-leap-forward development. As a set of key projects originated and the tourism’s ancillary facility and programs on the real estate’s finished, the holiday resort‘s industry system blending tour, accommodation, catering, shopping and entertainment has come to its rudiment.
